Lou Diamond Phillips, Scott Glenn and Yaphet Kotto are three of six special force officers on the Los Angeles Police Department. The force acts something like Dirty Harry times six. They always get their man or woman by killing the criminals. At times innocent bystanders are killed but that's the price paid.

Phillips, Glenn and Kotto are quality actors but this is a silly, dull film with killing action scenes sandwiched between bland unimportant talks. The film makers state such a force truly exists in Los Angeles. This film is a greater black eye to film making than the Rodney King incident was to the L.A. Police.
